Around 300 protesters have set up a community picket outside Bisalloy Steel in Unanderra, aiming to shut down operations for 72 hours.
The pro-Palestine action began Sunday night, with organisers saying two shifts have already been blocked and the picket is holding strong.
A heavy police presence moved in early this morning, including riot officers, as tensions escalated at the site.

One protester was arrested just after 6:30am, with the demonstration continuing.
